They’re Gatekeepers. They make small and large:

Yes, the points you see those little black tabs accept those straps and mIl spec just means they are built to military specifications (read STRONG).
The trick to those gatekeepers is to pinch them so the little hook under the gate goes down and the gate can swing open. It takes a little to get the hang of, but it shouldn’t take much pressure to accomplish if you do it right. It can have a little learning curve to figure out, which isn’t a bad thing. They want them to stay put once you put them on.

Confused by the term mil-speced attachment point but looking at my backpack I am assuming you mean the little tab looking things that are sewn in at various points on the backpack. I noted those but they looked rather small to be of much use – I was mistaken. Since you are attaching equipment to those tab things then I can assume they will be strong enough which is good to know. I checked the Fstop website for the straps (which they call Gatekeeper now) and for shipping cost since the straps are only $15. The website estimates the shipping cost to be $19! That seems crazy. Can get them on Amazon for $22 which basically makes the shipping about $7. Looks like the straps are designed to go with the F-stop bags and I may not be able to find anything better suited for less. I thank you and my poor shoulder thanks you~

They are easy to attach and bombproof, but they are not included with any bags. They are an accessory. I use them all the time to attach sleeping bags, tents, skis, etc.

I fold the ICU covers under the bag when I put them in. If you have to pull it out on a small commuter plane, you can then zip it up to put under the seat. That’s the only reason I see for the cover. I have that same ICU and it would be an awful pain to have it zipped. 🙂
