David and Brian already answered how Photo RAW manages edits. To add to that, the retouches are tracked per layer. I you would like to isolate retouches to a single layer, you could duplicate the layer and perform retouches on the new layer. A workflow something like:
– Original image on the bottom layer
– Duplicate the layer
– Perform retouches on the top layer
The bottom layer remains untouched wrt retouches.

Along with using Command/Control-Z to undo one step at a time, under the Settings Menu is the command Reset All Retouching Tools which erases all retouching essentially clearing the layer.
